Website. dmv .ca .gov. The California Department of Motor Vehicles ( DMV) is the state agency that registers motor vehicles and boats and issues driver licenses in the U.S. state of California. It regulates new car dealers (through the New Motor Vehicle Board), commercial cargo carriers, private driving schools, and private traffic schools.
Prior to 2019, California was the last U.S. state to not require the display of any form of temporary license plate on new vehicles. New motor vehicle dealers were still required to electronically report sales of new vehicles to the DMV, but they were only required to print out a DMV report-of-sale form on regular paper at the time of sale.

As of 2022, plates are issued by the Virginia Department of Motor Vehicles (DMV). History. Some Alabama municipalities issued their own license plates for horse-drawn vehicles as well as automobiles prior to 1911. The earliest known plate is a bronze plate, "No. 1", issued by the city of Bessemer on a two-horse wagon in 1901, while the earliest known plate for an automobile is a 1906 dash plate issued by the city of Birmingham, originally assigned to a 1904 6-cylinder Ford.
