Responsibilities and service area. The MTA has the responsibility for developing and implementing a unified mass transportation policy for the New York metropolitan area, including all five boroughs of New York City and the suburban counties of Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk and Westchester.
The MTA began offering paratransit service for persons with disabilities in 1978 when it took over a mobility service in Baltimore previously operated by Lutheran Family Services. This mobility service is a "non-fixed route" service and consists of a fleet of specially converted Ford E-Series vans and Ford Crown Victorias .
Mobility service is only provided during the hours of the fixed route servicing the area. An application for acceptance into the Mobility service is required; reservations are required for each trip. In fiscal year 2006, MARTA provided 289,258 Mobility trips.

On December 7, 1988, Public Act 204 was amended to restructure SEMTA, reducing the service area from seven counties to three, and excluding the city of Detroit. The new transit authority was named the Suburban Mobility Authority for Regional Transit (SMART), and began operation on January 17, 1989.
