Metropolitan rail services were previously operated by VicRail. The MetRail division was established as part of MTA, and worked closely with the State Transport Authority (STA) to provide suburban rail services. The MTA provided funds to the STA to operate some train services on its behalf and for capital projects relating to MetRail.

After years of study, the MTA secured taxpayer funding to purchase the vehicles necessary for a bus rapid transit (BRT) light line. On September 27, 2009, the MTA implemented the first phase of its new BRT service on the Gallatin Road corridor, designated as route 56 Gallatin Road BRT Lite.

On June 1, 2018, COTA began the C-Pass program, giving employees of certain companies downtown free rides on COTA buses. By 2019, the program enrolled about 420 companies.
