Fulton Center is a subway and retail complex centered at the intersection of Fulton Street and Broadway in Lower Manhattan, New York City.The complex was built as part of a $1.4 billion project by the Metropolitan Transportation Authority (MTA), a public agency of the state of New York, to rehabilitate the New York City Subway's Fulton Street station.
Beginning on August 19, 1968, rush hour express service was added, in both directions, between Jay Street-Borough Hall and Church Avenue, and in rush hours, peak direction trains to and from Stillwell Avenue (alternating with those terminating at Kings Highway) ran express as well between Church Avenue and Kings Highway.

On November 23, 1904, the IRT Lenox Avenue Line opened between 96th Street and 145th Street. 3 trains ran between 145th Street and City Hall, making all stops. [5]On July 1, 1918, the entire IRT Broadway–Seventh Avenue Line was completed. 3 trains were rerouted south of 42nd Street from the IRT Lexington Avenue Line to this new line, making all stops to South Ferry.
