With all options exercised, the Metropolitan Transportation Authority (MTA) plans to spend $3.686 billion in the order. The contract is split into three parts: R211A, R211S, and R211T. The majority of the 535-car base order will comprise 440 R211A cars that will partially replace the aging 748-car R46 fleet.

On January 22, 2019, the MTA announced that it would order a fleet of approximately 1,500 subway cars in future capital programs allowing the agency to accelerate its plans to install CBTC on the IRT Lexington Avenue Line as part of the Fast Forward Plan.
However, installing CBTC in the New York City Subway is harder than in other systems due to the subway's complexity. The MTA hopes to install 16 miles (26 km) of CBTC-equipped tracks per year, while the Regional Plan Association wants the MTA to install CBTC signals on 21 miles (34 km) of tracks per year.
The R160 is a class of New Technology Train subway cars built for the New York City Subway 's B Division. Entering service between 2006 and 2010, they replaced all R38, R40, and NYCT -operated R44 cars, and most R32 and R42 cars. The R160s are very similar to the earlier R143s and later R179s.
