If its not there, then the App Store is not signed into anything. You can click on Account, then on Account Settings at the top, and see if it offers to sign in to an account.

The terminology can be confusing, I know. Mac App Store - the place where Apple sells apps for Mac OS X. iTunes Store - the place where Apple sells music, movies, and videos as well as apps for iOS devices. App Store - this can refer to the subset of the iTunes Store where people purchase apps for iOS devices.
The software update tool does not update Mac App Store apps on any OS from 10.7 through 10.9.2 - only system software updates are available from the command line. The author is correct that you can't instal new updates and incorrect that other third party app updates will be included to update. –
Posted on Mar 12, 2019 9:25 AM. Do a backup, preferably 2 backups on 2 separate drives. Quit the application. Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J. When the View options opens, check ’Show Library Folder’.
Regarding Mac OS X File System Overview, it seems Apple enforcing the standard compliance for developer to follow their rules on application folder which are within /Applications or ~/Applications. The concern is to comply the way Mac App Store deliver the updates.
Open Keychain Access and search for any entries matching "app store". I found one for the appstored process that once deleted, allowed the App Store to fire right up without even restarting the OS. Didn't get a screenshot unfortunately and it wasn't re-created. If that works, you won't have to wipe out your entire default user keychain.
