I'm having the same problem. There's nothing in my iCloud Drive, and I've already turned if off on Settings > "My name" > iCloud > iCloud Drive. The "Files" app does not show any files either. Open the Files app. Locate the file you'd like to move. Press and hold on the file, then tap Move. Tap Browse towards the top-left, then tap On My iPhone. Then tap Copy. This will not remove the file from iCloud, but rather save a copy of the file to the iPhone itself in the Files app.
